DeShawn Shead's hit from the sideline

In the Seattle vs New Orleans game from a few weeks back, DeShawn Shead of the Seahawks had been pushed out of bounds by Saints lineman Terron Armstead. Before establishing himself back onto the field, Shead hit Saints running back Tim Hightower after he had been pushed off the field by Frank Clark. Shead's tackle put Hightower back onto the field. The play appears in the game book in this fashion- T.Hightower left end pushed ob at SEA 10 for 28 yards (F.Clark).

Does anyone know what the rule book says about this kind of thing? I think Seattle should have been penalized half the distance to the goal because Hightower was tackled after he was already on the sideline. There was an official looking right at the play. There also could have been a block in the back penalty called against Armstead.
