Paul Brown's dirty, undisciplined Browns?

In the list of NFL (NFL/AFL/AAFC) teams who were penalized the most yards in a single game, the Cleveland Browns appear twice on that list in the top four. The Browns were penalized 209 yards on November 25, 1951, the Sunday after Thanksgiving Day, in a home game against the Bears; and the Browns were penalized 198 yards on October 14, 1949, in Los Angeles in a game against the Dons. If you look at just the list of Browns games and how much penalty yardage the team incurred, Paul Brown's teams are listed as 5 of the top 10 for Cleveland. Paul Brown gets a lot of praise for his disciplined teams, but what is up with that?
