Jethro Pugh HoVG?

I am wondering what the opinion is on Jethro Pugh.

While perhaps never the best DT on his team that might have something to do with playing next to first Bob Lily and then Randy White. Likewise, it is difficult to garner All-Pro recognition when your contemporaries are Lily, Joe Greene, Merlin Olsen and Alan Page.

He did make significant contributions to both Doomsday I and II and played in four Super Bowls, winning two.
And he is a part of football history albeit on the losing side of the famous Ice Bowl Block of Jerry Kramer and Ken Bowman.

From his USA Today obit:
Pugh was the first Dallas player to lead the team in sacks five straight seasons (1968-72)... Pugh is fifth on the team's career list with 95½ sacks.
